That's not consistent with the Chrysler Technical Service Bulletin in the links I provided above so I'll post them again in jpg form.

1969 model year cars with production dates prior to December 1st 1968 had NO head rests and NO provision in the seat back frame to facilitate field installation.

1969 model year cars with production dates on or after December 1st 1968 had no head rests but did HAVE provision in the seat back frame to facilitate field installation.
