The only reason to restrict flow is to make the engine run hotter, or to prevent pump pressure from blowing the cap open on a top tank radiator. You can not make the engine run cooler by restricting flow. That is an old wives tale that has been disproven by scientific testing. Higher flow = lower, more consistant temps in the heads, reduces steam pockets and reduces detonation. Proceed acordingly.
