With an electric pump you aren't moving the water that fast, I could do with out the restrictor but I don't like leaving the water pump off with the engine running. The fan and pump should be able to work seperately. I run just the pump to get to temp and then turn the fan on. It's on a 3 position rocker switch, off, pump only or fan and pump.
