Is it possible that the throttle blades are hanging up just a very slight bit, not enough to be visually seen at the throttle stop position but enough to make the change in speed you are seeing? I'd measure the EXACT distance between a point on the throttle linkage and a fixed point on the carb body to confirm/elim. Your positive nothing is hanging up the throttle (choke/fast idle etc) are all off/not interfering in any way

Vacuum leak could cause it but before getting to involved in looking for that throw a timing light at it....

Is the vacuum advance connected?? If yes, you may want to try disconnecting/plugging and see what happens... Just my $0.02..

Every sixpack I have tuned leaves my house running better than when it arrived. I would try adjusting the front & rear carbs. There are adjustment screws in the front of the base plates. May have to pull out the lead plugs if original. I made a long thin screw driver type tool out of a piece of coat hanger & flatened the end like a screwdriver so I don't have to remove any of the three carbs to tune. This was the cure for mine.
