Do the orange mopar ECU's have a built in rev limiter?

There are a bunch avaliable. Crane HI-6 (rotory dial rev-limit, and optional retard.) MSD 6AL (takes rev-limit "pills") MSD Digital 6 (rotory dial rev-limit, built in two-step limiter, I think had retard capability too.) Summit Racing just came out with some ignition boxes too, but I don/t know much about them.

The newer Mopar Performance orange boxes will never get my endorsement, as I have had several fail. I run chrome boxes on everything now with a factory style ECU that I own, even my motorhome.
My orange boxes that have failed have all had restarting issues, no fire in the hole when the engine was warm and sat for 10-15 minutes. They basically restarted when they felt like it. I still have one of the new orange boxes sitting in the glovebox in my motorhome, it failed within a week, it's not my spare, I just never got around to tossing it.
I like the MSD digital 6 box too, it's what I chose for my Coupe.

kinda.. the voltage drops quite a bit after 6000rpm or so.

I would throw a MSD6AL in it and be done. If you ever want a two-step or a multi-stage timing retard you can add them on.
