if he doesn't have a converter you should take him. Tell him if he wants his car to run yank that poo poo cam and get a cheap Summit 488 cam. He'll drop over a second off his et. Both of you should be runing at least a 3000 stall.

The GPS is giving him an exact speed where the drag strip gives you an average speed over a distance. The GPS speed will be slightly higher at the 1/8 and 1/4 mile traps.
Something to keep in mind.

depends on the combo. If you have a low compression (less than 9.5:1) car with less than a 3000k stall and 3.91's yes. The cam pulls great. I went from 14.19 to 13.38 with a swap alone. I had the mopar 484 9:1 440 w/ 906 heads, headers, CH4b intake and eddy 750. I swaped the cam for the 488 and that was it. Later I added fresh air, dropped me to 13.11 then a 750DP to 12.90. (67 coronet)
