I would pull and clean the hi-lo switch from the floor. Squirt WD40 into it and cycle the switch several times. Just a place to start.
I lost the headlights completely in my truck when the switch went out. Well, if I hit the floor switch just right, they'd work.
New switch and back to normal
same thing happend on my cuda new old switch and the lights came back

I wouldn't recommend WD40 for contact kleener.. Run down to Radio Shack and get some real contact kleener. To kleen the high/low switch, 1st pull/disconnect EZ 1 connector.
Spray the contact kleener into the switch, let it soak a little then work the switch in/out several times. The push action of the switch actually kleens it internal contacts, and if the switch is not often used its contacts get slight layer of oxidation..
Just my $0.00...
