Some '70 engines had a distributor retard solenoid. It connected to a "run" ignition source, and the second wire hooked to a switch contact on the carb. When the carb was at "curb idle" (warmed up) the switch on the carb would activate the solenoid and retard the timing at idle--for emission control.

It's a little hard to see, but you can see a wire going to this one.

thats not correct on any 69 RR i have ever seen .

Nope, first started showing up on a few 1970 big block applications and continued on most 71 and later big block applications.
