Bad flasher?
no return path to ground, can't in itself be a source of a short circuit.

I think that circuit may also go the the cigar lighter, make sure it is not shorting out.
Cigar lighter is on a separate "un-switched" circuit/fuse.

Your right. I went and looked at my '71 FSM. I would unplug the radio, reverse switch (On the transmission), and the flasher. This should isolate the circuit. If the fuse blows (or has any current flow) with all these disconnected then there is a short in the wiring. I would then reconnect each connection and see which one results in the fuse blowing. Also, because you had the taillights worked on, I would put the car in reverse and make sure the reverse lights work, and there is no short between the reverse switch and the lights. I would connect the flasher last. If the problem happens when the flasher is connected, you will need to start troubleshooting the turn signal wiring.
