Bring engine up to top dead center on #1 Remove dis. cap and make sure its pointing to #1 plug. If its 180 out unbolt dis pull dis and turn rotor 180 and tighten down.

This reminded me of a good buddie of mine. He just rebuilt his 360 (89 TBI setup) and could not get it to fire, same symptoms you mentioned. I asked him if he was sure his timing wasn't 180 and he said no. After jumping thru many hoops I fnally moved his rotor 180 out and it fired right up. Normally, this guy is Mr. Attention to detail, but somehow he eissed that one up.
