Wife has a 2001 neon.It starts but idle fluctuates up and down and trouble code 0508 came up....what the heck could be wrong

DTC P0508 is; Idle Air Control Circuit Low. Which means the Idle Air Control Circuit input is below acceptable limits

could be as simple as a vacuum leak or as extensive as a wiring issue / idle control motor problem

Another possibility, happened on my 96 and my MIL's 98, is an EGR valve that is carboned up open.

Not sure if they fixed that issue by '01. Easy way to clean it is to dunk the mechanical part ONLY in MEK to soak and it'll clean out the carbon. DO NOT put the diagphram in the MEK or you will be buying a new one ($80+ last time I checked).
