Well, I can't claim to be an authority on Canadian Mopars, but I'm pretty close to being 100% sure that no Canadian Plymouth-badged automobile ever had a Dodge front clip from the factory.
However, Canadian Dodge-branded autos that were actually Plymouths with Dodge front clips are pretty common; there's even a name for them: Plodges (look it up). The pix I linked to are of such a car; it is not a custom.
If the wagon you posted had Plymouth nameplates, then either someone put Plymouth nameplates on a Canadian Dodge, or someone just bolted a Dodge front clip to a Plymouth. (Or, I don't know what I'm talking about
but I think I do.)
BTW, in other countries, Mopar put De Soto grilles in Plymouths and branded them De Sotos. But they were really just Plymouths with De Soto grilles. See here, for one example:
