Disconnect the + battery cable and clip your test light between the cable and the battery post. If every thing is off and the doors are closed the test light should not light. If it does you have a draw. Start tracing it by pulling the fuses one at a time until the light goes out. If it doesn't go out then start looking for unfused things.Like the alt, starter relay, head lights, brake lights, etc.

if everything is off- and that is also the dome light- the alt's diodes could be bad!
That would be the easiest thing to have checked first. Take it off and down to a local Kragens or AutoZone and have it checked

Are you going to tell us the model and YEAR you are working on, or should we ship you off to Guantanamo?
You can tell which fuse it is, by hooking up the battery, turning on the key, and then pulling and reinstalling the fuse--and figure out what else goes on/off with it.
The ignition and regulator circuit is not fused, so at this point I doubt that it's diode problems.

Cool. Here's the diagrams:

Now, hook the battery cable back up, turn on the key, and turn on some things in the car, the wipers, radio, turn signals, etc. Pull the fuse and see what stops working.
Don't forget to check the lighter!!!
Check for lamps, like glove box, underhood, and trunk.
Also, when you check the suspect fuse, does the test lamp go out, with this fuse pulled, and is the ignition switch on or off?

Also... whne you are checking, are doing with door open or closed ? so then, dome light and any courtesy light including time delay controled ? that fuse could it be for those what if you are checking with doors open and remove that fuse could cut the power for dome light, then OF COURSE you'll have consumption there allways
