I got it.... the FSM shows a prying tool that holds the sprung load, so I'm not sure how I'll put them back, but to remove them...
.. Lubed it with PB Blaster, wedged a thin wood shim against the body panel to protect it, used a sturdy gasket scraper to pry up between the shim and the edge of the wiper knuckle while I used a bamboo scewer to push the lock tab in the open position.

I usually just put flat aluminum covers over the jaws of my vice grip so the teeth do not score the arms themselves, clamp it on and then wiggle it back and forth. When you get them off just put the arm down on a cloth on your bench, whack the rivet inside with a drift pin and hammer that holds the spring inside the splined area to restore its place and loaded action and press the spring back to its normal tightened position. Put on a tiny amount of anti-seize for the next time, if you put too much it could come apart in the rain....DAMHIK
