What peak RPM are you going to shift the motor at? The 10 lbs per 1000 RPM works really well on most BB Mopars I have seen a 10 HP gain by reducing the oil pressure from 80 lbs at 6500 RPM to 65 lbs at 6500 RPM with 30Wt oil at 170 F I don't run straight 30 WT oil anymore as a results of that dyno session

is this a recent build? you can try replacing the spring and relief valve, but your symptoms are normally associated with vey loose bearing clearances bleeding off a high volume of oil. you might also test the rocker oiling by stepping down to .035 restrictors. use a drill to prime it and see if you have excessive leakage up there.
Cab, i've done dyno testing regarding oil pressure and high/ low volume pumps. the largest differential i ever saw was about 1 horsepower, and that was going all the way down to 45 psi. we documented the tests very carefully matching oil and water temps on each successive pull. give it some thought, a 1/2 HP drill will spin the pump to max pressure and over relief. a 3/4 HP drill will spin it slightly faster, but no difference in pressure or volume is achieved.

i wouldn't pull the pan until i tested it, as i outlined above. the pushrods should seal off the lifters, especially if they have a 5/16 ball end.
