In my opinion the tech guy wont like it.... that angle right before the main hoop is a weak point, why didnt you go straight to the main hoop

The top halo bar is wider than the main hoop at that point so I had to turn a piece down and out.

What I would do is put a piece of tubing from the angle to the corner of the main hoop(I.m sure that would fly)

By that due you mean leaving as is and adding a tube to the upper part of the main hoop as a gusset.

I know the guy that techs at my local track I don't think he would pass it like it is.

2 pieces butt welded together like that without proper reinforcement will definitely not pass. Rule book is pretty clear about how and where that can be done.
If the results don't match the theory, change the theory.
