So who straightens steel rims/wheels. I had some new 15 inch tires mounted on some old 15 x 8 steel rims and the installer said that two rims were a little out.

As asked, How much run out is there? Some shops think any run out is too much.

If's not as big of a deal on 15 inch wheels unless it's really bad.
The tire sidewall absorbs a lot.

These can be used to repair side to side wobbles in the bead seat area at home.

There are more complex tools that use hydraulic jacks to straighten bent wheels if you look on YouTube.

He didn`t say not to run them like that but if I have issues I was checking on who to take or send them to for repair. I noticed more weights on the 2 he said were out some. I noticed the lip on one wheel had a small bend. I haven`t had the chance to run the car yet to see if there are any issues.

Is it a radial (rotating) or axial (sideways, like bent wheel) runout issue ?
Radial should ideally be .062 max but I can't feel that amount.
Axial, I don't have a dimension but it should be found on Google; 1/8" seems too much for me.
You'll feel it on the front, not so much on the rear.
Re-mounting the tire may result in needing less balance weight; been there, done that.
There used to be wheelsmiths around the US but I haven't looked for one in years; check Hemmings in "services offered".

You might want to check with a large tire sales place like discount tire. They sent my Ram r/t wheel out to get it srtraightened when I curbed it. It came back like new.

I had a flat spotted BMW 18" wheel fixed at a shop that specializes in repairing wheels. I was sent there by a local tire shop. Here is the rim and the other damage done by the pot hole.

Honestly I think that the modern aluminum wheels might be easier to get fix than the old steel wheels.

Even if you take a chunk out of them, they simple weld the up machine them and re-powdercoat them.

Check in with a body shop. When I was working at one, we periodically sent wheels out for repair/straightening/refinish. One of the things insurance companies require to keep cost down.

the 69 FSM states : "Place plunger of a dial indicator against one of the center ribs of the tire and rotate slowly to measure radial runout. This measurement should not exceed .080 inch. To measure lateral runout, position the dial indicator against the side of the tire. This measurement should not exceed .105 inch."
this is for bias ply tires, mounted on factory steel wheels.

Check with a local oval track shop. If that can't straighten steel wheels they probably know who can.

In theory, there is no difference between theory and practice. In practice, there is.
