Dry, finger tight (or slight interference fit) is the way I always do it.

I always use a little motor oil so they come back out easier, being dissimilar metals they can suffer from galvanic corrosion. I have lots of used studs that have the "pitting" marks on them that bares witness to that. I hear using an earth strap, connecting block and head, can help with this so it's what I do.

Install studs Dry, ARP Lube, or Anti-Seize. ARP lube finger tight and back off from the bottom a quarter turn

When does the stud stop turning into the tapped hole? Back in 2014 when I bought a KB aluminum block, they supplied the heads studs (for my 440-1 heads) with the block. They have ARP make the studs with a stand off end (0.130" long) to bottom the stud in the hole, and not by the threads. They also have the ARP "quick start" feature for the nuts on the head side. I wish all the aluminum blocks were supplied this way.
