A truck I'm working on for a buddy needs the fuel system replumbed. It has a Holley electric pump and a Fram cartridge filter between the tank and pump. Shouldn't it be after the pump or does it really matter?

I always use a filter before the pump and a filter at the carb.

Coarse filter between tank & pump, fine filter at/near carb - that's worked fine for me.
At least up to about 640HP & low 10s, and a few hot street cars in the 500-600HP range up to 11.30s.

The paper filter is restrictive.

80 to 100+ (bigger number is bigger particles)micron filter between the tank and pump and a 10 micron close to the carb up

you can use a 100 micron screen before the pump, but never a cellulose filter. if it were me i'd use a factory type sock in the tank and a 10 micron cellulose up by the carb; simple, effective, and low cost.

I've been told all paper type fuel filters are rated at 10 micron shruggy scope
