I think the current "race car rules" identification starts at quicker than 11.49 in the 1/4 mile, I don't remember the 1/8 mile times That link was dated in 2012, long before the 11.49 rule was adjusted down from 11.99 ET and quicker ET for roll bars and shoulder harnesses.

They don't care if it has tags or not. Rules are determined by ET, MPH, construction, power adders, and intended class. If it doesn't fit a specific class (Super Stock, Pro Mod, Super Gas, etc.) then applicable rules should be able to be found in the E.T. and General Regulations sections.
If the results don't match the theory, change the theory.

For your safety and the safety of others your studs should stick though the lug nut. If the stud thread does not enter into the nut part you are basically holding the wheel on with the thin shank of the lug nut. Buying new longer studs will be a cheap alternative compared to the damage caused by the rear wheel coming off from broken studs. Studs will shear off from lug nuts loosening as the head of the nut breaks loose from the shank. Can you say quarter panel, brake parts, tire and wheel? Yes studs are a cheap alternative.

Aftermarket wheels can also trigger the stud rule no matter what tire you use.

Well that will be one of the last races ever run at Irwindale as it is closing in Jan of 2018 to become a strip mall. My suggestions is follow NHRA rules as your only other track to use will be Fontana. They are putting in lights to try and pick up some of the slack from Irwindales closing and running a Friday night program.

Section 5:2 in the rulebook. "The thread engagement on all wheel studs to the lug nut must be equivalent to or greater than the diameter of the studs." I.E. With a 1/2" stud, the stud must be engaged in the hex portion of the nut at least 1/2".
Those thick Welds - or any other brand with the thick center - need long studs.
Drag radials will be more likely to break marginal stuff than a bias tire.
If the results don't match the theory, change the theory.

You just need the studs to stick out beyond the face of the wheel and engage the hex 1/2" or so. Thick centered aftermarket wheels mean the studs need to be longer. If you set the wheel on the studs, push it against the hub and the studs aren't sticking out of the wheel at least 1/2", it's not right.
If the results don't match the theory, change the theory.
