That's bad.
Common issues are cold sticking, leaking, and the occasional no power like you had.
Replace ASAP.

Sounds like that's what happens when they go bad.
I wouldn't chance this on the road till you get it fixed. Could kill

If it does it worse(lack of power assist)cold, we call it morning sickness. It will need a new rack. Don't forget to flush the system w/clean fluid so you don't hurt the new rack!

I have a brand X car, a Buick, that has had this "morning sickness" for at least 13 years and over 100 thousand miles. Needs a little fluid every month or so, and the first mile in the morning the pump is a little noisy. I am surprised I have been able to go so long obviously needing a new rack and probably a new pump. So don't panic and give up unless you are just more conscientious than me. I save my money for Cudas and Roadrunners. The daily drivers are beaters for work.

Start shopping around for another rack.

It's a pretty easy job.
I replaced one in a brand x van for under $200
This included a gently used rack, 2 new front tires and alignment.

i dont mean that the rack lost the power . it was more like something jamed it and it would not move no matter how hard i tried. i had to turn it back the opposit direction and try again.i was backing it up and it jammed i turned as hard as i could and it wouldnt move at all until i reversed it then tried it again.
i have driven it before when the belt broke on the pump and could still steer it, but this was different.

Well if you've ruled out the rack being bad, then I would look for badly worn and possibly binding suspension components.

I would still suspect the rack though.

It's a hydraulic system and when a valve sticks it really don't matter how hard you try it's not going to budge.

There is a small company near me called HAPCO, they make additives, one in particular is called "rack 'n' pinion formula."

It frees up sticking valves in some applications.

It don't work for everyone but I used it once in a chevy cavalier that was doing what you were describing and it actually worked.

Check your local auto parts to see if they carry such an additive that you can try but remember that it's a last resort fix and even if it works you still may need to replace it shortly after using it.

Your rack is bad. The teath and worm gear are no longer meshing correctly and causing it to bind. It's only going to get worse. My mother in law put her brand X in a ditch at 45 because of this EXACT same thing. She was on her way to get it replaced at the time.

Before you go out and buy a rack, check the intermediate shaft u joints to make sure they are not siezed. You might have to take it off the rack end to do this. (one 13mm bolt) HTH.
