I think your questions actually address the core of this debate; and can be answered as follows:
-If you cant drive your car in the rain, Or WOULDN'T because it's just too high strung for those conditions, then its not a street car.
How many "street and show" Mopars never even see a puddle, much less rain? I call BS on needing to be able to drive in a monsoon. My "street legal" car has way too much under the right foot for wet roads, especially with DOT DRs.
-If you cant drive a few hundred miles in any direction and be assured you're going to find fuel to fill up on at any pump? Then its not a street car. On the west side of the country E-85 is pretty scarce. So, my opinion is that if your car is an E-85 only deal, then its not a street car. If it's flex fuel, and can run on either without swapping to a different carb, then okay.
I have no need to drive my hotrod that far. Not in it's mission profile. It gets me 20 out and 20 back that covers most of where I need to go. 10 gallons don't go far when you get into the throttle.
It's not a matter of who cares what you run in the tank or whether you have wipers, its a matter of can you pull your car out of the garage and put it through normal street duty routines safely and legally.
And then line up against a more racy car and tell us how it worked out. As far as I am concerned, the street car classes at tracks are targeting faster cars and I am sure the spectators like seeing <7 sec cars a lot more than hard tire 8 sec cars.

No fenders and exposed engine were just two of the issues.
It was a SAND RAIL that had been plated out of state very much like the one in the picture attached except with a VW air cooled engine.
Yep, those are NO problem here. Had one just like that when I was younger, minus the paddle tires of course. So in your state, no "rails", no "Baja bugs", no Marx Manx dune buggies, no bucket roadsters(if fenders are a requirement)....wonder what the rule is on a jacked up jeep with tires hanging out and clipped front fenders. Sounds like they need to change the state abbreviation to NF(no fun).............LOL!!!
The hot thing around here now is the "crawling buggys". Those tube frame deals sitting on 50" tires, with big blocks and loads of power. See them everywhere. Guys build them for rock crawling and trail riding. Used to see them on trailers all the time, going to the trails. Now you see them all over the street without a scratch. So you KNOW they have seen no rocks.
Ya know Monte, maybe we should clam up about AL street laws. The last thing we need down here is a bunch of CT minded people moving in and next thing we know a false flag school shooting is staged and our guns get outlawed.
Sorry folks, but after checking in to this any car that has any mods is highly illegal in AL. And there are so many skeeters you HAVE to have wipers and fluid (not for the meth injection) to see out of your inspection tagged windshield.
IMO the cops are more concerned about how you drive instead of what you drive.

if you need to pull a trailer to carry clothes and tools it is not a street car. your only allowed to pull a boat if you have a trailer hitch
