I'm not 100% sure on that example but I believe that was an add on decal that came with over the counter NOX kits, the kits were typically added to California cars in the 70's when the cars were smog tested for licensing, etc.
Yes add on emmisions equiptment decal. See them all the time.
In addition, many times there will be a yellow lettered sticker on the dash saying there is equiptment added. So if you see a approx 1" x 1/2" mix-matched faded or material removed section on your dash face on one of those cars, good chance it was from that sticker.
Also there is an "exempt" sticker (approx 1 1/2" x 1") in the bottom corner of the windsheild you commnonly see on early 70's CA cars.
It's a NOX decal that came in a kit to reduced the vacuum advance.
You were EXEMPT from having to install the kit if you you had multiple carburetors or cold air induction.

My parents '70 olds vista cruiser 350 4bbl has an exempt sticker on the window. It does not have multiple carbs or fresh air. It never had that nox equiptment on it.
Where there other reasons or certain years that gave you exempt status?
Just pointing out exempt sticker is another emmission related sticker you can find on CA cars of that era. Yes, exempt sticker gets you out Nox equiptment.

Those two reasons were the only ones I remembered from the list that CARB had in the NOX manual. I don't know why a Vista Cruiser would be exempt.
