It lowers by bleeding hydraulic fluid. Yea I have done it many years ago, when that cylinder wore out I replaced with a regular hand pump cylinder.
My pro jacks operate the same way also.

My pro jacks have one valve that lowers both at the same time. Later when I go down to my race shop I can snap a picture of the valve.
