Have you tried holding that speed steadily without the cruise on to make sure that it is a cruise problem and not a trans shifting in and out of od or lock up?
If I just hold a steady speed with my right foot there is no problem. Only on the cruise. Speedo needle not jumping when it happens.

Thats why I was graphing it on the scanner, seemed to have a nice clean reading with no blips or dips.

Could the speed sensor be dirty?
Where is it located? I mostly work on printing presses.
