I know a original owner 68 RR that is a decor group car that did not come with the tips. I don't know the build date.

Mine did not come with the tips. I'm the original owner and the car has the Decor package. (FYI) Bought mine in late 1968.
4 speed street legal. Best time 10.99 @ 124 mph on 93 octane pump gas @ 3926# total weight

I would agree with sthemi, but as we have seen way too many times that the rules have variations... My 68 Hemi RR has them with the decor package but pretty sure it was the hemi option that included them. The tips look nice reguardless if they are original or not - I would add them if you want since it is fairly easy to reverse later on... By the way - nice color combo esp with the blackout. Do you have the black and silver interior?
