I owned two 1996 Haulmark trailers. One was a 24ft tag then I traded for a 32ft goose. The one thing I liked about them was the continuous sheet aluminum roof. I can't imagine anyone wanting to paint that roof.
This said I can't speak for your trailer which could have some other sheeting on the roof.
If it was painted before and flaking or something I guess you have to consider that also,

the main reason for painting the roof is that it is starting to get some basket ball size spots of surface rust and the tape is starting to break down.plus i would like it to be white,its DARK blue,here in Fla. every little bit of cooling helps.

I think the black streaks you see, would be prevented, with a coating on the raw aluminum. I know my 4926 lets the roof water run down the sides, and that starts the black streaks. I'm coating mine next spring. Also, the cleaners that will remove the black streaks, also remove the oem coating, and you better seal or it becomes even more work.
