As for torque specs on the nuts I'd say, snug, but don't go crazy. They're not under any significant force that would cause them to loosen up, though if you're really concerned, then blue Loctite won't hurt.
The nut for the adapter to the steering column is a different matter and any that I've removed have had some evidence of threadlocker on them.
Vlad, I did the German tightening method... Goodentight! I've got the column in and the wheel mounted. Dang it looks great. Thanks for your generosity and help.
