Sounds like something might be wrong with your new harness. On a '68, the side markers should all come on in either headlight switch position. However, the parking lights in the front bumper will ONLY illuminate in the "Park" position. The parking lights turn off when the headlights are turned on.

That's what I was thinking. The front marker and park circuits are reversed. Most likely at the panel light connector. The green with a tracer is the front side marker circuit and it is shared with the black rear tail circuit at the panel switch. Here is a diagram.
