From what I understand, shims between the leaf springs and the housing assembly are to adjust pinion angle. Obviously measuring this is the best thing to do. But my Dana 60 is rebuilt and I'm getting close to install time. So...
Question:
Is there a basic B body "rule of thumb" with shims? Should I just set the car up without shims and measure the pinion angle later? Whats recommended? If not, what shims should I use to get it "ballpark" close for an initial set up?

I would measure your spring perches in relation to your pinion. If they are 90 degrees different then you'll likely need to shim it downward. If it's more than 90 then somebody already accounted for this. I have heard anywhere from 3 to 5 degrees down.

Get the car put together first. Then you can measure the pinion angle. The Mopar chassis book will tell you the desired number. Install proper shim. It's easy.

bolt it all up , measure angle , mark the spring perches ( front back & middle ) the pull all apart and weld the perches on , or you can tack them if you got a mig when it's all bolted up! No need to waste money on shims !!
