Are you talking about the stud that is pressed into the E brake bracket that attaches through bottom of the dash? If so the stud goes through a hole in the bottom lip of the dash on the left side(drivers) of the steering column. I have a 1969 Dart GTS and a 10971 Duster, I went out and felt up under the dash to see if the Dart had one or two studs, it feels like one stud and a special nut with a captured washer that holds the stud into the dash I could take a picture of it in the morning, PM if you want that, I will need your Email address to send the pictures to.I guess I could put the picture on this post, huh

Many more photos of 69 Barracuda park brake factory installation are available, all taken before disassembly for restoration. Holler if you need anything specific.
