Whats the rear shock setting... also go up on the rear tire pressure so you get a little slippage plus that gets you up on the tire which will net a better ET... when you find the right pressure you will vary it about 1/8 to a 1/4 psi for different track conditions

Do you run wheelie bars? You may need to. More weight on the nose may be needed as well, considering you can carry the fronts in the air that far. I know little about caltracs, but can say this; if you have a car set up with the I C too low, it can aggravate wheelstands. the reason is with an I C below the neutral line it wants to instantly drop the rear and lift the front. You say the front tires don't turn, that was my clue. I made a major change in my car, going from 50/50 to 53front/47rear weight distribution and the car settled right down and allowed the wheelie bars to control the wheel stands without unloading the back tires. The main thing about moving that much weight is you may need to hit the tire harder to achieve weight transfer, but you will have enough torque to maintain traction so the car won't care how much weight is moved forward.

Typical approaches: - more front end weight - stiffer extension on front shocks - restrict front end travel (I use this to tune for track/weather) - wheelie bars
What 60 ft. were u getting?

Judging by the fact the front tire is not turning in the air. You are looking at a change at the rear.
P-body suggested raising the rear tire pressure. I am just wondering with low tire pressure you would get some roll with the front tire as the rear tire is wadding up. Second guessing this you might even try a lower pressure. I still say if you tightened the front shocks. Try front travel limiters as some shocks just don't get it done.
