I think what you have in the picture is the relief valve plunger and the gasket for the relief valve plug. All of this goes in the top of the pump (the part that the oil filter screws on).

The spring is part of the relief too. It goes in the cover, not the hole as shown in your first pic.

The rotor looks dry.. Just a tip, make sure the rotor and chamber are prelubed before fireup... As they can easily be scored... Just my $0.02...
