I have read that the old trick was to simply use larger wire from the switch directly to the headlights bypassing the bulkhead connector.
This along with some good quality sealed beam replacements should make quite a difference.

I've always installed new headlights in my old cars and they make quite a difference. I'm going to try upgrading the wire and see if that helps even more. It's cheap so I'll bite.
