Well I just put it back on again using dvw's suggestion of using 3m weatherstrip adhesive on the cork, that stuff sticks really well! Once on the block it wasn't going anywhere. I also put some gray rtv in the groove that the rear seal fits into and where the ends of the cork meet the block. I then put a 2 thin beads of rtv around the cork and the rubber end seals. I put all the bolts in and just snugged them a little for now. I'll wait a few hours or longer then torque them the rest of the way.

The cork and rubber seems to seated right so I'm hopeful it won't leak this time.
