Are you referring to the top ledge shown in my attached picture (1-1/4 from pan gasket surface)?
Yes, the full mark is 1/4" above that ledge.
It's important that the VB stay submerged in fluid because there are no gaskets in the VB and when the VB is uncovered it can suck air and aerate the fluid; unlike liquid fluid, aerated fluid can compress.
