I really like TransGo products but their instruction sheets change from time to time for no reason.

With their blue spring installed in the pressure regulator, for street they tell you too adjust the spring plate all the way out until it contacts the retainer....for competition they tell you to do the same and then screw the spring plate towards the spring 6 full turns on the adjuster.
