Not true.
The first number is the WIDTH, in millimeters. The second it the aspect ratio, a number representing a percentage of the width, which gives you the sidewall height from rim edge to top of tire. Say you have a 225/60R15; 225 is 8.86" WIDE and 60% of that is 5.316", so you double that (10.632"), add your rim height (15"), and you have your tire HEIGHT, which in this case would be 25.632"
