No, its there to dampen the gauge movement to keep the needle steady during times of high vibration.

Working the ProMax Carbs booth at several of the Mopar events, I have learned when someone comes up on a hot sunny day asking for a fuel pressure regulator, to always ask what kind of gauge he's running!
