The door in that picture is not a 70 door. I think it's off a 71 or maybe 72. My drivers side door is a 70 door. both doors have the hole.

Should the hole be filled with a plug or something?

That would be bad since 1970 doors are unique. The cat whiskers use clips in 70, screws in 71 and up.
