That is a real Delima, maybe some two part epoxy that is fuel resistant, a thin coating over and around it shruggy luck I don't think it is the needle and seat, that would be easy to change but there is no real reason for that plug to leak all of a sudden when the front one isn't leaking or seeping work,

Update. I took it to local carb expert who said those fixtures are famous for leaking.... he cleaned out what was there replugged with fiberglass resin. Good to go.... no leaks... runs great $20
