The neutral is the wire that is part of the 3 wire service and hooks up to the large buss in panel. Normally bare on overhead service, yellow coated on underground direct bury cable, but can be a regular black wire with white tape. The ground is a wire that is smaller normally bare and go's to ground rod at base and hooks to the other bare buss in the panel.


Yes and they both need to be bonded together at the first point of disconnect on a structure.
