We have had several people at work over the years who even when they do have a license and a vehicle they don't use it unless the weather forces them to. They get places to live close to where their job is and walk, or bike to get around. When the job dries up they get another one and move again. Some do it to 'save the planet' ,and others just don't want a vehicle to pay for and take care of. Oil changes, wash and wax, tire inflation, brake jobs. etc. are all unnecessary baggage to them.
