As the quality of the higher end mainland Chinese tools sold at Harbor Freight improves, one must acknowledge that the quality of Chinese military equipment almost certainly is improving too.
They already have a missile which will hit a carrier, 600 miles at sea. that is greater than the effective range of the planes onboard.
According to whom? China? Oh they aren't know for lying at all. BTW, range of the F/A-18 is 1253 miles, a bit more than twice the alleged range of the missile you mention.
