I thought diesel/fuel oil was the by-product of making gasoline?

What you call a by product depends on what you want and what you don't want. If you want diesel any thing other than diesel is a byproduct.
In the petro industry it's virtuall all used. Like an Indian and his kill. It has to be that way, they refine in order to optimize for the most efficient bottom line result.
