I have been trying to study the 68-70 wood grain wheels for the last few months as I have been in the market for a decent unrestored one.
As for the wheel itself. The only change that I see was the addition of the 3 holes found on the 1970 wheel to accommodate the plastic transition ring that was attached to the back side of the wheel to fill the gap between the larger diameter column and the pad mounting adaptor bracket.
The horn pad adaptor ring was different in 1970 due to the increase in the column diameter.




All of the above, plus the 70 woodgrain wheel is often "brown" in color, were as the 69 down wheel is "reddish", in most applications
