My research has confirmed that I now have a set of wheels that won't work on my truck whiney

It seems that the rear brakes on the '98 model are 13" diameter with a corresponding large drum and the 2000 model that those do fit have 12" diameter brakes, the drums are 1.34" smaller in diameter and a few other dimensions are different, too. I could spend money and time having the bell machined off the drums, just so the wheels fit or I could find some aftermarket 17" wheels that I can test fit at each end and be sure they will work with larger tires
