Good plan above. The marks were to draw attention to things for many reasons;
Not torqued
torqued and done
re-cecked like was mentioned in last weeks shop meeting, etc
marked a certain color for a certain torque to be done later when the wrench was available. To draw attention to bad threads the won't move, need repairs, etc.
Then there are fluids,that are full, not full, missing the SG lube because his empty jug.
Then there are the artists leaving their mark on things to keep themselves amused, or sending messages to others down the line, etc.
Then there is the new guys, or the guys that are bring watched by the boss, taking time to do it by the book. So this will change the final product over the guy that is having fun, wasting time, on lunch, etc.

I have seen the overdone marks and agree. The nuts painted 360 degrees around on every surface, did they stand there and do that for 3minutes each on 6 nuts? Possible, but not probable.
