The fact that the fuel gauge is acting up indicates that the DASH CLUSTER is not grounded. There is probably additional grounds. I'd pull ALL the harness grounds--headlights, parking, tail, etc, dash, where-ever else you can find a ground, pull it loose, grind it bare, and remake the connection. Pull the kick panels--I don't remember if there are any in there--and look up around the dash. Inspect things like the heater/ wiper motor, etc.
