Well the format is actually really well thought out and executed. Here is a link to the rules. Within the rules is the formula and criteria that is applied to your dyno results to determine your score. Yes it is factored against your displacement. What it boils down to is essentially efficiency. Maximum torque production per cube over a 4000 rpm range. It is the average HP and TQ over this 4k range that determines how good your engine really is. It is not easy and it really does force you to think differently in your design/build/testing phases.
